NEW black & Yellow California licence plate?

The other day I saw a black and yellow license plate on a 2005 ish Range Rove in Los Angeles. It was not the old style plate like "AQW 193". I had the new plate like "6BEW821" but the letters were yellow on a black background. How is this possible???? It had CALIFORNIA stamped into the top of the plate, instead of the modern "lipstick" ones. I think that the guy probaly painted the plate.
