Patriot Act extension, does roving wiretaps infer they can still ping our cell phones without a warrant?

All cell-phones are equipped with a GPS so they can find the owners location if injured or in an accident. Other uses beyond that are unknown, but; one can speculate they will need no further Act if it is an implemented customer service device?
